POLICY STATEMENT

The University of Louisville's Procurement Services actively promotes and documents small, minority, and women-owned business purchases.

The University of Louisville has established 25% of total procurement cost, as a “GOAL” for participation by Minority Owned and Women Owned businesses on all construction and renovation projects. Bidders not meeting this goal are required to submit documentation of their “Good Faith Efforts.”  If claiming a specific business classification, the business must be certified and able to provide documentation of certification. Participation of minority and women-owned businesses will be factored into award criteria.
  
DEFINITIONS
 
Definition of Business Classifications:
    1. Handicapped Business Enterprise:
      A business which is certified as being at least fifty-one percent (51%) controlled by one or more permanently handicapped persons.
    2. Minority Business Enterprise:
      A business which is certified as being at least fifty-one percent (51%) controlled by one or more ethnic minority persons of either sex.  An ethnic minority person shall be described as follows: Black Americans-Hispanic Americans - Native American - Asian and Pacific Islander American.
    3. Woman Business Enterprise:
      A business which is certified as being at least fifty-one percent (51%) controlled by one or more non-minority females who are resident citizens of the United States.
    4. Small Business Enterprise:
      A small business which is certified as being at least fifty-one percent (51%) controlled by one or more non-minority males who are resident citizens of the United States and has forty-nine (49) or fewer full-time, part-time or seasonal employees and no more than the equivalent of two-million dollars ($2,000,000) in annual gross revenues.
 
RESPONSIBILITIES

Procurement Services is responsible for maintaining and soliciting from a bid list of small, minority and women-owned businesses and should include at least one minority vendor per bid.
